I don't like cheat weapons, so: Only Cooldown is lowered by refine up.
Power is 2x. If you use Graphene, +1% DMG per refine level.
If you use Arcanum, +2% DMG per refine level (+ graphene bonus)
So a +10 weapon gets +230% damage and a 30s cooldown
