Fine-tuned the global message processing function
- now detects access-out-of-rfifo attempts (idea from eA++)
- uses the new CHAT_SIZE define to restrict message lengths
- detects Frost Joke/Dazzler and gives them more freedom (from Freya)
- more strict non-conformant message detection
- logging every problem to the mapserver console
